בליבה של ישראל, בין תל אביב לירושלים, סמוך לנמל התעופה בן גוריון, הוקם בשנת 1993 היישוב שוהם, בו מתגוררים כיום כ-21 אלף תושבים. אוכלוסיית היישוב איכותית, צעירה, משכילה ומבוססת.

שוהם הוקמה בתוך מרחבים ירוקים. מערך הבנייה בשוהם מתוכנן באופן קפדני ומשתלב בנוף הכפרי, תוך שמירה על מגמת בינוי אורבני מצומצם ושימור המרחבים הירוקים. הפארקים העירוניים משתלבים באופן טבעי במרחב הכפרי הסובב את היישוב, לרבות יער שוהם הסמוך, המהווה חלק בלתי נפרד מהנוף ומחיי הפנאי של התושבים.

המועצה המקומית שוהם מובילה את פיתוחו של היישוב בהתאם למדיניות אשר שמה דגש על חינוך פורמלי, חינוך משלים ותרבות הפנאי, איכות סביבה וקיימות וכן איכות ומצוינות בניהול.

שהם חרטה על דיגלה איכות חיים ומצויינות, אשר עוברים כחוט השני בכל תחומי פעילותה של המועצה. מדי שנה קובעת המועצה נושא שנתי מרכזי, שלאורו מתקיימות מגוון פעילויות ותכניות: שנת האמנויות, שנת הקהילה, שנת הילדים, שנת הבריאות, שנת הספורט, שנת הנוער או שנת איכות הסביבה.
